Can i use SVG in .NET WinForm

Hi,I want to use C# 2005 winform to display the SVG File and the mouse can change Size change the postion .Any body Konw what tool or book about that?
now I have download the GPAC,but I can't use the tool,who has any demo about the GPAC use SVG
