XML Elves

So, I understand how zooming works in SVG, but I'm struggling with trying to keeping everything relative to the center. Essentially, I have 2 embeds in the page, the first being some navigation controls for zoom/pan, the other being a map. So when you zoom in, what is in the center of your map should stay in the center, but of course the map is shifted down and towards the right as you zoom in. I've tried to compensate but haven't found anything that works correct, any suggestions?
